How are you panning your 3d view while in the camera view here? I’ve been trying to use shift + mmb and ctrl + mmb with no luck.

It should just be MMB drag. Make sure “Lock Camera to View” is not enabled in the view properties (N panel).

Forgot to respond to this, but I figured it out. I have the option to emulate a 3 button mouse checked, and in that case while in the camera view it’s shift + alt + drag.
