This doesn’t seem to be working at all in Blender 2.78a (there is no displacement, just a noisy looking smooth surface). Any ideas what has changed in Blender or how to get this working?

Do you have “Experimental” feature set selected in your render settings?

I also have this issue. “Experimental” is set in the render settings, but in the data tab, there is no option for displacement.
