how do i select a single line of a cube (verticie) and drag it up?

By line you mean edge. In edit mode vertex select select the endpoint vertices or in edge select select the edge. Then g to grab and with the mouse move it where you want it. You can constrain the movement to the z axis by selecting g than z.
