    Sorry for the grossly late reply..but I’m not sure there’s ever a situation in reality where glossiness is consistent from all viewing angles. I think it’s just part of the nature of reflection, which we call “fresnel”.

    And you’re right that scientists have identified IOR values for reflective surfaces. I see those as a good starting point but always lean on my artistic eye/liberty for the final choice.
