why doesnt the displace modifier work despite having a scale of 1 (Ive posted images)

Looks like it’s working to me!

Maybe you mean that it doesn’t seem to work in Edit Mode?

Well, you have the viewport display in edit mode of the Displacement Modifier disabled, so that is to be expected;)

But why is the top and bottom so messed up are the vertices to close because i have it oh the highest setting so it should be in its original shape

Your Displacement Strength is too high (0.1) for the size of the apple (~5cm).
