Video download quota?

Read the TOS that the quota is 53 videos, but is that per month? And does that refresh the start of every month? Or a month from the date you downloaded the video?

Edit: Also is there a way to keep track of the videos you downloaded so that you don’t go over quota? Or should I take note of the number of downloads myself?
