Can you post a screenshot of the issue? Or better yet a video / gif would be ideal so I can best understand what’s happening. OR even better, you could post a download link to your .blend file (via dropbox, google drive, or equivalent file-hosting service).

I think this is the same issue as described here: https://blog.cgcookie.com/forums/topic/implications-of-turning-off-the-influence-of-bone-copy-rotation-constraints-for-certain-local-axes/

It’s a 2.80 bug and it’s already been reported.
